Members participated in the credit union’s 2025 Annual Meeting, held on March 28 in Raleigh. At the meeting, they voted on motions and engaged in discussion with President and CEO Dwayne Naylor and the Civic leadership team. Board officers and committee chairs reported on the credit union’s performance in 2024.
Naylor and the leadership team spoke on the state of the credit union, celebrating 2024 as a historic year that saw the merge of Civic Credit Union and Local Government Federal Credit Union, the opening of 11 Civic branches, and the launch of a full line of traditional and new financial products.
A mission to improve lives
“Through these changes, we’re always dedicated to you, the servant leaders of North Carolina local government,” said Naylor. “We’re firmly committed to your personal financial success. Times may change, but our mission does not. We’re here to improve the lives of our members and their communities.”
For the 2024 year, the credit union reported membership of over 407,000, and assets totaling more than $4 billion.

As part of the Annual Meeting, members voted to re-elect Paul Miller of Snow Hill, Dr. Aaron P. Noble of Burlington, and Tony Brown of Halifax County for three-year terms on the Board of Directors.
