Each year we announce the candidates for our Board of Directors. Members can vote for these candidates at the Annual Meeting of Local Government Federal Credit Union (LGFCU) on March 28, 2025. This will be the first Annual Meeting held since the merger of Civic into LGFCU in September 2024.
The Nominating Committee has selected the following individuals for nomination to the Board of Directors:
Paul Miller (Board term 2025-2028)
Known for service to others and leadership by example, Miller brings decades of experience in the private sector, fire industry, and state and local governments to the Board. His began his service on the Eastern Carolina Advisory Council in 1999 and joined the Board in 2000.
A graduate of North Carolina State University with a degree in political science, Miller served on the Snow Hill Town Board and as a Greene County commissioner. As executive director of the North Carolina State Firefighters’ Association (NCSFA), his leadership resulted in significant impacts to health benefits for North Carolina firefighters.
Dr. Aaron P. Noble (Board term 2025-2028)
As a municipal leader, Noble served North Carolina’s local government for 32 years, including as the City of Burlington’s first public information officer and as human resources director.
He holds degrees in communications from Hampton University; Master of Public Administration from the University of North Carolina at Chapel Hill; and a doctorate in education from North Carolina State University, bringing his expertise to the Board. His service began in 1997 on the Northern Piedmont Advisory Council, and he joined the Board in 2011.
Tony Brown (Board term 2025-2028)
With nearly 30 years of local government experience, Brown brings a wealth of knowledge to the Board. He began his service in 1998 as member of the Roanoke River Advisory Council, before joining the Board in 2022.
A graduate of the University of North Carolina-Pembroke, Brown served four years’ active duty in the U.S. Air Force and was an active member of the Air Force Reserves. His local government career includes work in Orange County and in Halifax County. He was the longest serving county manager in Halifax, with a 15-year tenure that exceeded national averages.

Nomination guidelines
- Nominations must be accompanied by a signed certificate from the nominee stating an agreement to be nominated and to serve if elected.
- Nominations for vacancies on the Board of Directors may be made by petition signed by 1% of the members with a minimum of 300 and a maximum of 500. As of the September 30, 2024, Call Report, the credit union has 413,162 members, so 500 member signatures are required.
- Nominations by petition shall include a brief statement of qualifications and biographical data.
- If there is only one nominee for each position to be filled, the election will not be conducted by ballot and there will be no nominations from the floor.
- The closing date for receiving nominations by petition is February 16, 2025.
